Country with right to participate in most cases is the country where the candidate was born. Even if the candidate do not cover this requirement there are several other options allowing him to apply for a green card:
If the candidate was born in a country excluded from participation but the husband/wife was born in a country which is eligible, the applicant can write down in the form the country of the husband / wife, but they must enter in the US together.
If the candidate was born in a country without the right to participate, but none of his/her parents was born there and stay there permanently, the candidate may write down the country of birth of one of his/her parents, if the country is eligible.
The applicants for the DV green card lottery program, must meet the requirement of education/ training. This requirement can be interpreted in two ways:

If there is more than one visa application with the data of a candidate, all his/hers application forms will be disqualified from the lottery, regardless of that who sent the form.
